Splenda will caramelize...I have made a version with heavy cream, egg yolks, vanilla and splenda in place of sugar. It's been a while but I remember it being really good. Alternately...if you would eat a small amount of sugar or better yet, honey, use that sparingly for just the top to caramelize, and use Splenda for the actual brulee recipe.
