It's been under construction for a few months already now, and all of the infrastructure was already in place since it's being built on the grounds of the Caribbean Beach Resort. They build resorts a lot faster than they build attractions in the parks. TCD

ImDownWithDisney 342
Are they adding buildings to CBR or just taking over some of the existing?

Not quite either. They tore down a big section of the CBR, and will be erecting the big multi story building depicted in the artwork in its place. The work began earlier this year. As far as I know, they still haven't made the official announcement that the new DVC resort is what they're building at CBR, but they did announce that the changes over at Coronado Springs were for convention rooms, while saying nothing about what the new CBR rooms will be. This was all kicked around earlier this year on this thread: Caribbean Beach and Coronado Springs Expansion TCD
h2odivers...Ray 952
When we walked in our room, at Pop Century, we found a flyer showing the new gondola system and it included the Disney Riviera Resort. If it’s on paper it must be official.
