I don't think it's the newness of the place, as we were allowed to go ahead and sit first when mobile ordering first started, and on subsequent visits up until recently.  It could be that the place has become much more popular.

But, your point about it being the only place to eat in Pandora is right.  They must have had problems with guests just going in there to hang out.  There are also signs posted now that say that the seating is only for guests eating food from the restaurant.  They must have had an issue with guests bringing in their own food and drinks, and using the seating.
