Your situation is exactly why they need to be more clear about their policies. You have a legitimate need, and are paying good money. It's a shame that nobody can give you a good answer for this; and it is because Disney does not follow a clear policy. Out of all of the times I've camped at Fort Wilderness, I've only encountered an aggressive dog once. Normally, they are quiet and you rarely see them; usually in golf carts.
