Is this a new problem? Did the water heater work before and now doesn't?

If so, first thing I would do is drain the water heater by removing anode rod. Once drained, let it fill back up making sure all air is removed from the tank. You can do this by opening the relief valve when filling it up.

Next, you could have a blockage in your lines. A little more difficult to find.

And lastly your thermostats may be broke. Most have a reset button on them. You can try that first. Worse case, they are usually pretty cheap and easy to replace. Mine were $10 and took me 10 mins to replace.

Glad to hear it is fixed. Like mentioned before, that commonly happens in the spring when people don't have their bypass valves right and let cold water mingle into the hot water.

In fact, it's a little known trick to adjusting the water temperature out of the water heater. Crack your bypass valve open just slightly and it lets cold water in that mixes as it comes thru the lines.
