My concern would be the very visable cancer spots on the drivers side of the truck.  I know in PA that would not pass a state inspection anymore.

That looks like a small rust spot. They've got some pretty tough rules in PA

They may look small, but the one over

The wheel looks like it is rusted through. That would be a safety issue here. Pa got tough because of the crap people were driving.

I once passed my Toyota with a rotted frame by buying a case of beer for the mechanic. Unfortunately, the state has been cracking down on the lick and stick shops around here.

If the rusty bed is the only problem, I would replace the bed with a utility bed, one with the tool boxes on sides, and use them for storage when pulling the popup. You can lock them and have a spot for most any thing.
