I once passed my Toyota with a rotted frame by buying a case of beer for the mechanic. Unfortunately, the state has been cracking down on the lick and stick shops around here. I've spent enough time in Philly to think that banning rusty cars in PA is hilarious. They've got some pretty tough rules in PAIf the rusty bed is the only problem, I would replace the bed with a utility bed, one with the tool boxes on sides, and use them for storage when pulling the popup.
